General Movement Approval (GMA)
Approval to cart payload (general goods, intermodal containers and machinery) all around Fiji on a combination vehicle only (Truck and trailer). This GMA approval has time frame constraints. The vehicle is strictly not permitted to operate in urban centers (CBD Area) between 7 am-9 am & 4 pm-7 pm.
This approval allows haulers to exceed a mass of 32,000kg and/or the maximum length dimensions, but meets individual axle and axle group limits and is no wider or higher than a standard vehicle approved by the LTA under the Land Transport (Vehicle Regulation & Construction) Regulation 2000.
The vehicle must display a “long vehicle” sign if the overall length of the vehicle is more than 17m. Only combination vehicles qualify for GMA approval.
The applicant is to submit:

The FRA will assess the vehicle configuration against the NZTA Vehicle Dimension and Mass Factsheet 13 and determine the allowable GCM.

Heavy Haulage Approval (HHA)
Approval to cart payload (goods, intermodal containers, and machinery) within the Heavy Haulage Zone. The Heavy Haulage Zone is situated near the two ports (Suva and Lautoka). The GCM assigned is based on the number of axles on a vehicle.
Movement over critical bridges can only be done during off-peak hours (9 am – 4 pm (Mon-Fri) & 7 pm – 6 am (7 days per week)). Vehicles that qualify for HHA; Rigid Vehicles (10 & 12 Wheelers) and combination vehicles.
The applicant is to submit:

The FRA will assess the vehicle configuration against the Heavy Haulage Route & Weight Factsheet and determine the allowable GCM.
High Productivity Motor Vehicle Approval (HPMV)
Approval to cart payload (general goods, intermodal containers and machinery) on specific routes. i.e. highways and major arterial roads around Fiji. The HPMV route map has been determined by the FRA. The map showing the routes will be provided to the hauler upon approval from FRA. There are no timeframe constraints to this approval. The hauler must provide FRA with the technical specification documents of the vehicle deeming the vehicle to be a HPMV. This approval allows haulers to:
- Exceed a mass of 44,000kg and/or the maximum length dimensions allowed for standard vehicles under General Movement Approval, but meets higher individual axle and axle group limits and is no wider or higher than a standard vehicle approved by the LTA under the Land Transport (vehicle Regulation & Construction) Regulation 2000, and
- Operates under a route-specific HPMV permit issued by FRA on specific roads and bridges that have been determined to be able to accommodate the additional mass and/or length.
- Displays an ‘H’ sign on the front and rear, if specified on the permit or if route-specific
Only combination vehicles qualify for HPMV approval.

HPMV documents of the vehicle; (Static Roll Threshold Certificate, Brake Coding Certificate, Load Anchorage Certificate, Draw Bar Design Certificate and Chassis Design Certification).
All HPMV documents need to be certified by a legitimate Heavy Vehicle Specialist Certifiers.. Only a HPMV certificate will deem the vehicle to be HPMV certified.
If the hauler provides all the relevant documents, FRA will assess the vehicle configuration against the NZTA High Productivity Motor Vehicle Factsheet 13g and determine the allowable GCM..

Specific Route Approval (SRA)
Approval to cart specific goods especially indivisible goods to a specific location via a specified route. This approval is granted to Rigid vehicles (10-wheelers & 12-Wheelers) mostly. The approval is dependent on several factors, not all applications will be granted approval.

FRA will assess the vehicle configuration with the NZTA vehicle dimension and Mass Factsheet 13 and determine the allowable GCM.
One-Off Approval
Approval to cart intermodal containers and machinery on a one-off basis. The movement can be done during specific times as allowed by the FRA on the approval slip. This movement allows haulers to cart goods/ machinery that has high net weight on a one-off basis from Point A to Point B on a given route. This approval is granted to transport very high loads and approval depends on key factors such as the weight of the payload and the route that will be used to do the movement and the time of haulage. Not all applications will be granted approval.
The applicant is to submit:
- Dully filled Application For Approval of Temporary Exemption Permit
- A configuration drawing of the combination vehicle.
- A photograph of the payload.
- A photograph of the combination vehicle

- Calculation of individual axle load of combination vehicle when subjected to the payload.
- Map showing the route of movement.
The FRA Structures team will review the vehicle’s axle loading and will assess the vehicle configuration with the NZTA vehicle dimension and Mass Factsheet 13 and determine whether approval can be granted.
Mobile Crane Approval (MCA)
Approval to transport Mobile Cranes from Point A to Point B via specified route. Mobile cranes are very heavy in weight, yet they are very important for a country’s development. Therefore, FRA grants approval to operate mobile cranes however there are terms and conditions for its movement. After granted approval, the FRA must be advised via email at exemptions@fijiroads.org every time the crane is to move on FRA asset. The operator must advise on the route, time and location of the movement to FRA.
The applicant is to submit:
- Dully filled Application for Approval of Temporary Exemption Permit form.
- A configuration drawing of the vehicle.
- A photograph of the vehicle.
- Any LTA registration document available. (wheel Tax Sticker, Motor Vehicle Accident Compensation Scheme document (Third Party Document)).
- Technical Specification manual of the mobile crane.
- The operator must advise FRA via email; on the route, time, and location of the movement to FRA. Link: Mobile Crane Email Approval Template. This needs to be submitted to FRA in order to obtain approval for movement)
- Map showing the route of movement.
FRA Structures team will review and assess the vehicle configuration & technical specification against the NZTA Vehicle Dimension and Mass Factsheet 13 and determine whether approval can be granted.
The FRA requirements may be emailed to us on exemptions@fijiroads.org or dropped off at the FRA Head Office (Level 4, FDB building, Suva) for approval before being forwarded to LTA.

Conditions
- Approved GCM stated in the approvals must not be exceeded.
- Vehicles shall not alter from the route shown on the route map. A copy of the route map must be presented to LTA officials upon request during LTA routine inspection.
- Permit holders must adhere to all the conditions stated in the approval slip in the permit.
- Permit Holder to ensure that vehicle is not parked/driven on any Footpath while loading or offloading goods from vehicle or Container. Loading and unloading must be done from a designated zone.
- Permit holders to ensure that no loading or offloading of Containers/Equipment/Machinery or any goods are done on the Roads or the Footpaths.
- Permit holders must ensure that no side transfers of Containers are done on Roads. All side transfers are to be done within the customer’s premises.
