{"id":5441,"date":"2019-10-17T00:50:20","date_gmt":"2019-10-17T00:50:20","guid":{"rendered":"http:\/\/www.fijiroads.org\/?p=5441"},"modified":"2019-10-17T00:50:20","modified_gmt":"2019-10-17T00:50:20","slug":"fra-clarifies-misinformation-regarding-current-road-conditions","status":"publish","type":"post","link":"https:\/\/www.fijiroads.org\/index.php\/2019\/10\/17\/fra-clarifies-misinformation-regarding-current-road-conditions\/","title":{"rendered":"FRA CLARIFIES MISINFORMATION REGARDING CURRENT ROAD CONDITIONS"},"content":{"rendered":"\n<p><strong>17 October 2019<\/strong><\/p>\n\n\n\n<p>There has been much comment in the media\nregarding the current condition of the roads; and residents and road-users,\nparticularly around the Central Division, will no doubt have seen the\nproliferation of potholes in the roads following the recent heavy rains; and\nmany are wondering why there are so many and why they cannot be eliminated.\nThis an increasing concern for all of us as we enter a new wet season.<\/p>\n\n\n\n<p>Many roads in the Central Division were\nconstructed in the 1980\u2019s and 1990\u2019s and have outlived their serviceable life \u2013\nthe accepted life of a road is no more than 25 years, in areas such as Central\nDivision with its severely wet weather this could be even shorter. The\nserviceable life of roads in the Central Division has been further reduced\nbecause throughout the 30+ year\u2019s life to date there has been little effort\nexerted to properly maintain any of the roads; with the result that\ndeterioration is accelerating and we face the road condition situation that we\nare currently facing. Deterioration has also been accelerated through\nuncontrolled overloading for decades.<\/p>\n\n\n\n<p>The only way to significantly reduce the\nnumber and frequency of potholes is to reconstruct or rehabilitate whole\nsections of roads and then properly maintain them.<\/p>\n\n\n\n<p>In order to overcome this problem, the\nFiji Roads Authority (FRA) is undertaking a Road Rehabilitation Programme\nthrough the Division that focuses on forming new roads that will then be\nproperly maintained through the Road Maintenance Programme for their entire\nserviceable life. In doing this the pothole occurrence with be brought under\ncontrol. <\/p>\n\n\n\n<p>This Road Rehabilitation Programme has\nalready started with the recent rehabilitation work on Princes Road, Queens\nRoad Lami, Ratu Mara Road and Ratu Dovi Road, as well as the New Road works\nalong Kings Road between Nakasi and Rewa Bridge. Over the next 3 years the FRA\nis planning to expand this rehabilitation work to cover 15 major roads within\nSuva and long sections (the most severely affected sections) totaling almost\n100km of Queens Road and Kings Road.<\/p>\n\n\n\n<p>The problem that we are facing has three\nprinciple aspects:<\/p>\n\n\n\n<p><strong>The South Pacific\nclimate is changing.<\/strong>\nFiji is becoming more wet, more frequently, which is accelerating the\ndeterioration. Frankly, we are starting to loss the battle against time and\nworsening road conditions and the only way to regain control is to accelerate\nthe Rehabilitation Programme.<\/p>\n\n\n\n<p><strong>Time is against\nus.<\/strong> The\nlonger it takes to achieve the Rehabilitation Programme the more rapidly the\nroads will deteriorate.<\/p>\n\n\n\n<p><strong>The available\nof funding is not there in the timescale required.<\/strong> Each kilometer of rehabilitated road\ncosts around $1Million. We have previously advised stakeholders and media that\nto provide a transportation network that performs to international standards\nwill required an investment of around $4Billion; a large proportion of this\nvalue is for road rehabilitation and reconstruction. This level of funding is\nsimply not available in the short term, so we have to plan the rehabilitation\nwork over a period of 15-20 years; and then we have start over again because\nthose roads that were first-rehabilitated will be getting to the end of their\nexpected service lives.<\/p>\n\n\n\n<p>There have been accusations recorded in\nthe media that the Fiji Roads Authority is somehow playing a \u2018Blame Game\u2019. What\nsome consider \u2018blame\u2019 we consider \u2018truth without spin\u2019. Over the past year we\nhave tried to explain to the Politicians, Media and Public-alike the reasons\nfor the deplorable condition of the roads in Fiji. These explanations have been\nbased on technical evaluations against internationally recognized standards\nthat have led to what we consider to be the previously stated unassailable\nfacts about the Highway Network over the past 30-40 years. <\/p>\n\n\n\n<p>Throughout this explaining period the\nonly \u2018blame\u2019 we have attributed is in the direction of those that underfunded\nPWD and mismanaged the infrastructure needs of Fiji. It these individuals that\nshould be truly embarrassed and ashamed that their actions have resulted in\nwhat we see and experience today. <\/p>\n\n\n\n<p>It is also noteworthy that those\n\u2018nay-sayers\u2019 about the work carried out by the FRA have not proposed any\nalternative process or methodology that will provide the rapid and permanent\nsolutions that seem desperate to promote. The truth is that there is no\npractical rapid solution; we at the FRA wish that there was. Fiji does not have\nan economy that can support rapid recovery from this neglect, it does not have\nthe numbers of resources that would be required to achieve rapid recovery and\nto attempt rapid recovery (if the funding and resources were available) would\nresult in so much disruption on the transportation network that the country\nwould effectively grind to a halt. <\/p>\n\n\n\n<p>The honest, and undeniable, truth of the situation is that we will not see wholesale improvements for 4 to 5 years. There will be local improvement, and the FRA will be identifying the most severely damaged areas and working on their rehabilitation first, but large-scale improvement will not be seen until these first of the major Rehabilitation projects are complete (3 years from now).
